Software Engineer · Kigali, Rwanda

Ahadi Cyizere

I build software for how Rwandan businesses actually work. Founder of Pluraloop Technologies.

Currently: pre-launch on TenderAlert Pro, final year of Electrical Power Engineering at UR, and leading tech for the Claude Builder Club at CST. Updated July 2026.

01 · The path

Four stops, one direction

From a live trade platform to my own company. Scroll and the trace walks through each stop.

  1. capitalist.rw (2022): Joined CP Lab and worked on a cross-border trade platform connecting Chinese manufacturers with Rwandan businesses. Deals up to RWF 100M ran through it.
  2. Builder Club (2025): Became Technical Lead of the Claude Builder Club at UR, under Anthropic's Claude Campus Programme. Organised the Build for Impact hackathon.
  3. TenderAlert Pro (2025): Designed and built a procurement-intelligence SaaS on Rwanda's open tender data, end to end and solo. Full MVP built, pre-launch.
  4. Pluraloop (now): Registered Pluraloop Technologies, my own ICT consultancy in Kigali. Early days, and I like it that way.

TenderAlert Pro

Procurement intelligence for Rwandan suppliers, delivered where they already are: WhatsApp.

The problem
Rwanda publishes public tenders through the RPPA's UMUCYO portal, with an open-data API in the OCDS standard. Many suppliers never see the tenders they could win. TenderAlert Pro watches that feed, enriches each tender with AI, and sends the relevant ones straight to a supplier's WhatsApp.
What I built
  • A Python backend on Railway that ingests the UMUCYO OCDS feed into SQLite
  • AI enrichment of each tender via the Anthropic API, plus per-credit AI proposal generation
  • Delivery over the WhatsApp Cloud API. No app to install, no new login
  • A Next.js admin dashboard with data visualisation and filtering
  • A four-tier subscription model paid through MTN MoMo
Where it stands
The full MVP is built: ingestion, enrichment, delivery, payments, admin. It is not launched yet, so there is no public link. If you want a walkthrough, email me and I will show you the real thing.

capitalist.rw

A cross-border trade platform connecting Chinese manufacturers with Rwandan businesses.

The problem
I worked remotely from Rwanda for a Chinese company, as developer and UI/UX designer on a live trade platform: product catalogues, supplier matching, and real-time communication between buyers and manufacturers.
What I built
  • Catalogue, supplier-matching, and real-time communication features on the live platform
  • Cloud infrastructure, deployments, uptime, and performance. When it broke, I was the one fixing it
  • Analysis of logistics and operational data for the trade pipeline
  • Design end to end: Adobe XD prototypes, branding, video adverts, billboard posters
Where it stands
The platform supported individual trade deals up to RWF 100M. I spent 11 months on it, my first professional role. It was client work, so I show what I did here, not their internals.

Claude Builder Club

Technical Lead of UR's Claude Builder Club, part of Anthropic's Claude Campus Programme.

The problem
A student technology organisation at the College of Science and Technology, where members learn to build and ship AI-powered applications.
What I built
  • Organised the Build for Impact hackathon with Anthropic sponsorship: Devpost platform, judging and scoring framework, registrations, institutional communications
  • Built the onboarding workflows, tutorials, and documentation that members use to ship their first AI apps
Where it stands
The club is running and members are building. It is also where I learned to write documentation people actually follow, which turned out to matter as much as the code.

03 · About

My degree is in power engineering. Software became the job.

Software was supposed to be the side thing. By 2022 it was paying work on a live trade platform, and by the end of 2025 it was my own company: Pluraloop Technologies, an ICT consultancy in Kigali for web platforms and interactive data visualisation. It is early: one founder, one product, prices published openly in RWF.

Every engagement follows the Plural Loop, a six-stage method I documented up front. The rule behind it is the same one I build by: prove before you decorate.

  • SQLite is enough more often than people admit. TenderAlert Pro runs on it by choice.
  • Meet people in the apps they already have. In Rwanda that means WhatsApp and MoMo, not another account and password.
  • A chart someone checks every morning beats a report nobody opens. That is why I keep ending up in D3 and Mapbox.

Kinyarwanda first. English all day. Enough French to hold a conversation.

04 · Stack

Tools, grouped by what they are for

No percentages, because a percentage of what? Each group says where the tools earned their place.

Ship with

TypeScript · JavaScript · Python · C · SQL · React · Next.js · Node · Express · Flask · Tailwind CSS

The daily languages and frameworks. Next.js carries the TenderAlert admin dashboard.

Data & viz

D3.js · Chart.js · Mapbox GL · Leaflet · Canvas · TensorFlow · PostgreSQL · MongoDB · SQLite · Supabase

Maps and charts are most of my data work. TenderAlert stores everything in SQLite, on purpose.

Run on

Vercel · Cloudflare · Railway · Docker · Linux · Git

Deploys, uptime, and performance were my job on capitalist.rw, not an afterthought.

Rwandan rails

Anthropic Claude API · WhatsApp Cloud API · MTN MoMo API · OCDS open contracting data

WhatsApp and MoMo are the rails Rwandan businesses already run on. UMUCYO data and the Claude API feed the pipeline. All four are wired into the TenderAlert Pro MVP.

Design

Figma · Adobe XD · WCAG accessibility · responsive, mobile-first layouts

Prototypes, branding, video adverts, and billboard posters for capitalist.rw. I design what I build.
